Not long after the 1994 election, members of the Public Accounts Committee at the National Legislature identified a need to strengthen and support the ten newly established Public Accounts Committees. After careful consideration it became apparent that Public Accounts Committees would be able to carry out their responsibilities more efficiently if they joined forces through the formation of an association of these committees.

 
This marked the inception of the Association of Public Accounts Committees (APAC).
 

APAC’s goals and objectives are set out in its founding document, the APAC constitution, which establishes is as an autonomous non-profit entity with the powers and responsibilities normally associated with a juristic person.  Remarkably, there are no legal or statutory requirements for APAC’s existence—it is a voluntary fraternity of Public Accounts Committees in which each jurisdiction maintains it’s autonomy and independence.
